Surf is an audio toolbox for Windows 3.1 WAV files.  
Surf has quite a few features, including: 

* Echo (3 levels)       * Chorusing (3 levels)      * Gain control
* Inversion             * Adjusting sample rate     * Shrinking file size
* Display of samples    * Undo                      * Hiss control
* Smoothing             * Before & after comparing  * Playback control
* Phazer-chorus         * more!

All of this is wrapped up in an extremely friendly, non-technical user-
interface, including a toolbar and status bar.

Surf requires Windows 3.1 and a driver that can play WAV files. (Such as
a SoundBlaster, Pro Audio Spectrum, Microsoft's PC Speaker driver, etc.)

Surf is uncrippled Shareware and requires a registration fee of $10 or 
$15 after ten days of use.  From the makers of Statline.
